Paid Family Caregiver Program in Philadelphia: Step-by-Step Guide

Step 1: Verify Medicaid Eligibility

The first step is confirming that your loved one is enrolled in a Pennsylvania Medicaid managed care plan. In Philadelphia, the primary CHC plans are UPMC Community HealthChoices, AmeriHealth Caritas, and PA Health & Wellness. If your loved one is on Medicare only (not Medicaid), they may not be eligible. Step 2: Complete the CHC Assessment

Once Medicaid eligibility is confirmed, your loved one's MCO will schedule a home assessment to determine the number of personal assistant hours they qualify for each week. This assessment is conducted by a nurse or social worker and evaluates the individual's ability to perform activities of daily living (ADLs) such as bathing, dressing, meal preparation, and mobility.

Step 3: Choose Karma HomeCare as Your Agency

After the assessment, you will choose a home care agency to manage the caregiver employment. Selecting Karma HomeCare means your family member will be hired as a W-2 employee, receive competitive pay, and have access to benefits. Karma HomeCare handles all payroll, taxes, background checks, and compliance requirements.

Step 4: Complete Caregiver Onboarding

The caregiver (your family member) will complete a background check, orientation training, and employment paperwork with Karma HomeCare. This process typically takes 2 to 3 weeks. Once onboarded, the caregiver begins receiving bi-weekly paychecks for the hours they work.
